Age of Wonders 4: the naval overhaul you do not need The Silver Seas to get
The paid expansion and free Manta update arrived together. Trade routes and core water changes belong to the update; Mercantile sea cities belong to the expansion.
Age of Wonders 4 owners do not need to buy The Silver Seas to receive the free Manta update's trade routes and core water overhaul. Both arrived on November 3, but they are separate parts of the release. The paid expansion adds the Mercantile culture, including its ability to found cities at sea, plus new forms and tomes.

Water outposts are not the same as sea cities
Triumph's launch notes put cheaper embarking, water outposts and revised ship-combat rules in Manta. Those changes go to all owners of the base game. The update also introduces trade routes connecting cities with outposts, free cities and other empires.
The distinction matters when looking at a screenshot full of ships and ocean settlements. A water outpost in the general update is not evidence that every faction can use the paid culture's ocean-city feature. If you mainly want to revisit naval movement and trade, installing the update is the relevant first step. Buying the expansion answers a different question about which faction you want to build.
What the paid expansion changes
The Silver Seas introduces the Mercantile culture and two new physical forms, Aqualon and Sharkkin. Paradox describes the culture as built around trade and bargaining, with Cartel and Barony subcultures. It also adds four tomes and new ocean encounters and locations.
Those are the reasons to inspect the expansion's own feature list. A player interested in a new aquatic faction has a different purchase decision from someone who simply wants the existing game's water systems to feel different. The launch material establishes which features sit on each side; it does not establish that the DLC is essential, balanced for your preferred settings, or worth buying for every campaign.

A free-play window starts November 5
Paradox says the base game will be free to play through Steam and Xbox starting November 5 and lasting through the weekend. That is an upcoming trial window, not a statement that the base game is free to keep or that The Silver Seas is included.
If you do not own Age of Wonders 4, check the participating storefront when the window opens before paying just to investigate the new systems. The announcement does not give an exact end time in the cited press release, so use the store's live terms when planning a session. PlayStation 5 is listed as an expansion platform, but is not named in this free-play announcement.
Start with the part you already own
For returning players, the useful order is simple: read the Manta notes, update the base game, then decide whether the Mercantile culture and expansion content match the faction you want to play. The November 3 notes identify version 1.017.001.126767; later hotfixes may change specific details.
This is a source-based explanation of the release split, not a tested strategy or save-compatibility guide. Gamer-Z has not tested the update. Keep that limit in mind before treating a feature announcement as advice about an existing campaign or modded setup.
